Job Description

Roles & Responsibilities

EVPA is looking for a Policy and EU Partnerships Associate to support the Policy and EU Partnerships Team in ensuring that our community and other stakeholders are well informed about European and national policies regarding social investment, social entrepreneurship, and related issues. This also includes facilitating connections between EVPA members and policymakers, coordinating policy-research activities and building evidence for the EU social policy design.

S/he should have an excellent understanding of European policy, with a specific focus on the EU long-term budget (Multiannual Financial Framework) and the EU Social Policy, and with a genuine interest in exploring the impact sector and the venture philanthropy approach. This is a full-time position, based in Brussels (Belgium).

Concrete Activities

The Policy and EU Partnerships Associate is responsible for supporting the Senior Policy and EU Partnerships Manager in the strategic development and implementation of EVPA policy-related activities, in the framework of EVPA’s partnership with DG Employment and partnership with DG NEAR.

Main responsibilities include:

1. Policy - Research oriented activities (Content creation):
    • Monitor and analyse key policy developments relevant to the social investment sector at European and national level (e.g. EU funding programmes, EU policy agenda and regulations, etc.);
    • Co-create quality events and content for the learning of the EVPA community (policy briefs, policy case-studies, gatherings etc.);
    • Co-create policy material for bringing policy evidence to public policy-makers or public regulators (e.g. policy position papers, policy consultation papers, contribution in policy strategic dialogues etc.);
    • Gather raw data through qualitative methods and update the EVPA policy repository (e.g. desk research on EU policy developments, interviews with EVPA members, documenting roundtable discussions and gatherings etc.);
    • Co-create policy material for the EVPA training sessions on policy related topics, take part in and support the team in organising the policy related training sessions;

    2. Coordination activities (EVPA Membership and EU institutions):

    • Foster contacts and build relationships with EVPA members in order to inform and advise them about relevant EU and national policies, and to understand their needs and concerns;
    • Foster contacts and build relationships with relevant EU institutions (e.g. European Commission, Parliament, EIB-EIF, etc.), as well as other multilateral bodies (e.g. OECD, GSG, etc.), in order to represent and advocate for the community of Investors for Impact;

    3. Communication Activities:

    • Coordinate with the Marketing and Communication team of EVPA on the external promotion and communication of EVPA policy material, as well as on the latest development of the EU policy framework;
    • Co-create different policy articles, opinion pieces about the EU policies and funding opportunities within social economy and disseminate on EVPA website or other journals/magazines with the support of EVPA's Marketing and Communication team;
    • Support the EVPA Marketing and Communication team in targeting the main audience from the EU public sphere involved in the policy-making process (e.g. EU institutions and national authorities, policy makers, intergovernmental organisations etc.).

    Skills & Qualities

    • 2-3 years experience in European [Eastern Partnership Knowledge is an asset] policy, and hence a good understanding of European institutions and decision-making process;
    • Passion for and (basic) knowledge of Venture Philanthropy and Social Investments;
    • Good understanding of financial instruments and mechanisms, and knowledge of the Multiannual Financial Framework (with a focus on ESF+, InvestEU, Just Transition Mechanism) and public-private collaboration;
    • Solid understanding of the policy framework of social economy (e.g. European Pillar of social Rights, Action Plan for Social Economy, Pact for Skills etc.);
    • Good understanding of tools and methodologies for policy research;
    • Excellent communication skills, as well as writing and text proofing skills;
    • Well organised, able to work on projects autonomously and visionary/strategic mindset;
    • Proactive attitude with attention to detail and accuracy;
    • Excellent relationship-building and interpersonal skills;
    • Written and spoken fluency in English, other European language(s) are a plus;
