Multiannual Financial Framework (MFF) 2019-2024

The European Commission (EC) is currently developing the new Multi-annual Financial Framework (MFF) for the period 2019-2024. In this context, on 12 March 2018, the EC organised a workshop to explore ‘what role philanthropic capital can play in the next MFF’.


Recognising foundations, social enterprises and venture philanthropy organisations as important actors in the European social innovation ecosystem, the EC started a dialogue with them in order to understand what role they could play in designing and implementing new EU social financial instruments under the next MFF.

EVPA, ECF, and DAFNE were at the forefront in the discussion and decided to join forces in order to build a solid, long term partnership between the EC and EU philanthropic sector, with the final aim of achieving sustainable social outcomes in fields such as education, health, employment, housing, and migration.

As result of their partnership EVPA, EFC & DAFNE are:

  • Advocating for the creation of an effective legal and regulatory framework for institutional philanthropy, social innovation and investments;
  • Calling the EC to establish an inside EU Fund similar to the existing European Endowment for Democracy for outside EU civil society;
  • Suggesting the EC to explore the opportunity to set up a mechanism similar to the European Foundation for Social Impact Investment (EFSII), which will act as an interface between the EC and the EU foundation sector;
  • Recommending the EC to build bridges between philanthropic organisations, banks and public institutions, as well as legal and tax regulators.
